Zusammenfassung:To provide a bundle, a heat exchanger, a smoke exhaust processing device, and a manufacturing method for the bundle that restrain an increase in manufacturing costs by applying optimal materials to heat transfer tubes.SOLUTION: A bundle comprises: an inlet header to which a heat medium is supplied; an outlet header from which the heat medium is discharged; and a plurality of heat transfer tubes connecting the inlet header and the outlet header, and in which fins are fixed to outer peripheral parts of element tubes. The plurality of heat transfer tubes comprises a first tube group arranged on the upstream side in the flow direction of exhaust gas, and a second tube group arranged on the downstream side of the first tube group in the flow direction of the exhaust gas. In the heat transfer tubes of the first tube group, the element tubes are formed of a material having higher corrosion resistance than that of the fins.
