Zusammenfassung:To provide an encoder capable of efficiently performing motion compensation using motion compensation.SOLUTION: An encoder 100 includes circuitry 160 and memory 162. In affine motion compensation prediction processing in inter prediction processing for a current block, the circuitry 160 uses the memory 162 to limit a range in which motion search or motion compensation is performed, and perform the motion compensation for the current block.
