To prevent increase and effect of delay between a plurality of trains regardless of a traveling direction and the number of preceding trains.SOLUTION: A train control system includes a trains state collection device for collecting on-rail information of a train, a train operation diagram database, a delay determination device for determining a delay state of a train, and a train target preparation device for outputting a control command to each of the plurality of trains based on the on-rail information, information about the train operation diagram database, and information about the delay state.
