To provide a thermoplastic elastomer composition and the like, the composition having excellent fluidity and flexibility of a molded product and capable of reducing the stickiness of a molded product.SOLUTION: There is provided a thermoplastic elastomer composition which comprises a propylene-based polymer (A), an olefin-based copolymer (B) and a softening agent (C), wherein the (B) contains an ethylene/an α-olefin copolymer (B1) containing ethylene and an α-olefin unit having 3 to 20 carbon atoms and an ethylene/propylene/non-conjugated polyene copolymer (B2), the content of the (B1) in the (B) is 0 to 99 mass%, the content of the (B2) is 1 to 100 mass% [provided that the total of the content of (B1) and (B2) is defined as 100 mass%], the content of the (A) is 25 to 300 pts.mass based on 100 pts.mass of the (B) and the content of the (C) is more than 120 pts.mass and 300 pts.mass or less based on 100 pts.mass of the (C).SELECTED DRAWING: None 【課題】流動性および成形品の柔軟性に優れ、かつ成形品のべたつきが抑制できる熱可塑性エラストマー組成物などを提供する。【解決手段】プロピレン系重合体（Ａ）と、オレフィン系共重合体（Ｂ）と、軟化剤（Ｃ）とを含有し、前記（Ｂ）が、エチレンと炭素数３～２０のα－オレフィン単位を含むエチレン・α－オレフィン共重合体（Ｂ１）と、エチレン・プロピレン・非共役ポリエン共重合体（Ｂ２）とを含有し、前記（Ｂ）中の前記（Ｂ１）の含有量が０～９９質量％であり、前記（Ｂ２）の含有量が１～１００質量％〔ただし、（Ｂ１）と（Ｂ２）の含有量の合計を１００質量％とする。〕であり、前記（Ａ）の含有量が前記（Ｂ）１００質量部に対し２５～３００質量部であり、かつ、前記（Ｃ）の含有量が前記（Ｂ）１００質量部に対し１２０質量部より多く、３００質量部以下である熱可塑性エラストマー組成物など。【選択図】なし
