To provide a monitoring-target data generating system, a monitoring-target data generating method, and a monitoring-target data generating program that are able to reduce an amount of operation when subjecting a monitoring target to data generation.SOLUTION: A monitoring-target data generating system includes: a camera capable of capturing an image of a detection target present in a cell included in a detection range; and an information processing device capable of acquiring the captured image of the detection target from the camera.
