To provide a seal device and a rotary machine that can improve swirl reduction effect while reducing a leakage flow.SOLUTION: There is provided a cylindrical seal device that is provided between a rotor extending along an axis and rotatable on the axis and a stator arranged on an outer peripheral side of the rotor to section the space of the rotor and stator into a high and a low pressure side, and covers the outer peripheral side of the rotor, and that also has a seal group which has a dumper seal part provided with a plurality of hole parts on its inner peripheral surface, and a labyrinth seal part connecting with an axis-directional low pressure side of the dumper seal part, protruding from the inner peripheral surface to a radially inner side of the axis, and also extending in a circumferential direction of the axis, wherein a plurality of seal groups are provided side by side in the axial direction.SELECTED DRAWING: Figure 3 【課題】漏れ流れを低減しつつ、スワール低減効果を向上させることができるシール装置及び回転機械を提供する。【解決手段】軸線に沿って延び、軸線回りに回転可能なロータと、ロータの外周側に配置されたステータとの間に設けられ、ロータとステータとの空間を高圧側と低圧側とに区画する、ロータの外周側を覆う円筒状のシール装置であって、内周面に複数の穴部が設けられたダンパーシール部と、ダンパーシール部の軸線方向の低圧側に連続し、内周面から軸線の径方向内側に突出するとともに軸線の周方向に延びる第一フィン部が設けられたラビリンスシール部と、を有するシール群を備え、シール群は、軸線方向に並んで複数設けられている。【選択図】図３
