To provide a monitoring device which can precisely detect an abnormality in a flare discharged from a flare stack.SOLUTION: The monitoring device includes: a picture acquisition unit for acquiring a picture; a picture analysis unit for analyzing a picture and recognizing a predetermined abnormal flare region set on the basis of a burner part for discharging a flare as a reference; an abnormal flare determination unit for detecting an abnormal flare on the basis of the size of the flare in the abnormal flare region; and a false detection determination unit for determining the possibility of a false detection of an abnormal flare by analyzing a change with time of the abnormal flare on the basis of a plurality of pictures acquired in a predetermined length of time.SELECTED DRAWING: Figure 1 【課題】フレアスタックから放出されるフレアの異常を精度よく検出する監視装置を提供する。【解決手段】監視装置は、映像を取得する映像取得部と、映像を解析しフレアを放出するバーナー部を基準として設定された所定の異常フレア領域を認識する映像解析部と、異常フレア領域に占めるフレアの大きさに基づいて、異常フレアを検出する異常フレア判定部と、所定期間に取得された複数の映像に基づいて前記異常フレアの時間的変化を解析することにより、異常フレアの誤検出の可能性を判定する誤検出判定部と、を備える。【選択図】図１
