To provide a monitoring system and a monitoring method capable of easily monitoring a target space.SOLUTION: A monitoring system for monitoring a monitoring panel 600 provided with a light emitter for varying light emission contents according to a state of a monitoring target, includes an image sensor 3 and a monitoring device 200. When analyzing image data to detect change in luminance of an image based on an instruction from the monitoring device 200, the image sensor 3 notifies the monitoring device 200 of a detection signal indicating that the change in luminance has been detected.
