To provide a technique capable of reducing occurence of manufacturing failure when laminating a plurality of fiber layers having a polylactic acid resin as a raw material.SOLUTION: A nonwoven fabric manufacturing apparatus according to one aspect of the present disclosure includes a first fiber jetting section that jets first fibers to form a first fiber layer, and a second fiber jetting section that jets second fibers to form a second fiber layer, wherein each of the first fiber jetting section and the second fiber jetting section includes a discharging unit for discharging the polylactic acid-based resin, a drawing unit for drawing the polylactic acid-based resin, and a cooling unit disposed between the discharging unit and the drawing unit and blowing cooling air against the polylactic acid resin.
