To extend the lives of members related to development, while reducing unnecessary adhesion of toner to a rear face of a sheet.SOLUTION: In a first period to prevent unnecessary adhesion of toner to an image carrier, a control unit controls a first power supply so that a developing voltage with a first polarity is applied to a developing member. In a second period to develop an electrostatic latent image formed on the image carrier with toner, the control unit controls the first power supply so that a developing voltage with a second polarity is applied to the developing member. There is a third period different from the first period. In the third period, a toner image is not formed on the image carrier.
