To prevent displacement of a planar heater in a sheet conveyance direction without bonding the planar heater.SOLUTION: A fixing device comprises: a cylindrical fixing belt; a pressure roller that sandwiches and conveys a sheet with the fixing belt; a planar heater 23 that has a length in a width direction intersecting a conveyance direction Y of the sheet longer than that of the fixing belt, and is in contact with an inner peripheral surface of the fixing belt; a heater holder 25 that is in contact with a second surface 232 of the planar heater 23 on the opposite side of a first surface 231 in contact with the fixing belt, and has a length in the width direction longer than that of the fixing belt; and a pair of stationary members 30 that are mounted on the heater holder 25, are in contact with both ends in the width direction of the first surface 231, and sandwich the planar heater 23 with the heater holder 25.
