To provide a cloth movement detection device and a sewing machine, which can accurately detect the movement of cloth.SOLUTION: A cloth movement detection device 10 includes: a light detection section 2 which detects light and detects the movement of cloth; a body section 1 which incorporates the light detection section 2 and is attachable/detachable to/from a presser bar of a sewing machine; and a presser support section 20 which is formed with a cloth presser section 21 which can come into contact with cloth and is attachable/detachable to/from the body section 1. A window section 4 through which light can pass is provided on a bottom surface of the body section 1.
