To provide an information processor which can improve the safety of an electronic settlement, an information processing method, and an information processing program.SOLUTION: An information processor comprises: an acceptance part for accepting a remittance instruction; a remittance history storage part for storing, as a remittance history, a content of remittance processing based on the remittance instruction which is accepted by the acceptance part; a remittance history analysis part for analyzing the remittance history stored in the remittance history storage part; a sensor information acquisition part for acquiring sensor information usable for an emotion estimation of a user; an emotion estimation part for estimating the emotion of the user by analyzing the sensor information; a decision part for deciding the user being a distribution destination of specified information; and a distribution part for distributing the specified information to a user terminal of the user who is decided by the decision part.
