Zusammenfassung: | To provide a monitoring device, a monitoring system, and a monitoring method for estimating a flow rate of flare gas discharged from a flare stack.SOLUTION: A monitoring device 30 in a monitoring system in which a camera and a video acquisition device, the video acquisition device and a video distribution device, the video distribution device and a monitoring monitor, and the video distribution device and the monitoring device are communicably connected to each other comprises a video acquisition unit 31 for acquiring video acquired by capturing flares, a video analysis unit 33 for analyzing the video and identifying pixels in which the flares are captured, a flare volume estimation unit 34 for estimating a volume of flares based on the pixels in which the flares are captured, a flare gas flow rate estimation unit 35 for estimating a flow rate in a predetermined unit time of flare gas that generates the flares based on the volume of flares calculated for continuously captured video, and an output unit 37 for comparing the flow rate of flare gas and a predetermined threshold value to generate an alarm.SELECTED DRAWING: Figure 2
