To provide a carbon dioxide treatment agent capable of fixing and decomposing carbon dioxide without heat treatment, and a method of producing a carbon dioxide treatment agent that contains oxygen-deficient magnetite without requiring heat treatment under a hydrogen gas atmosphere.SOLUTION: A carbon dioxide treatment agent contains magnesium oxide, oxygen-deficient magnetite, and zeolite.
