An allocation difficulty processing part 230 calculates allocation difficulty displaying the degree of difficulty of cargo allocation for allocating the cargoes to the vehicles, on the basis of a physical feature amount of the cargoes and a time-variant feature amount of the cargoes. A delivery plan improving part 203 selects the vehicles to be reduced and the vehicles to be changed in the cargo allocation from the multiple vehicles. The delivery plan improving part 203 improves the delivery plan by repeating improvement processing of changing the cargo allocation for the vehicles to be reduced and the vehicles to be changed in the cargo allocation, so that the reduction easiness is improved which is the total sum of the allocation difficulty of the cargoes allocated to the vehicles to be reduced.SELECTED DRAWING: Figure 2
