To provide a piezoelectric device for suppressing moisture from invading into the inside of a diaphragm, and suppressing generation of damages such as delamination and cracks of the diaphragm, and to provide a liquid injection head and a liquid injection device.SOLUTION: A piezoelectric device includes a substrate 10 having a recess 12, a diaphragm 50, and a piezoelectric actuator 300. The diaphragm 50 has a first layer 51 containing silicon as the constituent element, and a third layer 53 arranged between the first layer 51 and the piezoelectric actuator 300, and containing zirconium as the constituent element.
