To provide an operation controller and a vehicle, and a control method and a program of a vehicle control device which informs a driver moderately of an unusual speed by changing timing of vibrations of a seat belt upon travelling at a target speed and upon travelling at a speed deviated from the target speed.SOLUTION: A vehicle control device which controls a vehicle includes an acquiring means which acquires a target speed and a vehicle speed, a reproducing means which reproduces a music, a vibration means which vibrates a seat belt of a driver seat and a control means which determines an offset amount with respect to a tempo of the music during reproduction on the reproducing means based on a difference of speed between the target speed and the vehicle speed acquired on an acquisition means and controls the control means according to the offset amount.SELECTED DRAWING: Figure 3 【課題】目標速度での走行時と目標速度から逸脱した速度での走行時とで、シートベルトの振動のタイミングを異なるようにすることで、速度の異変を穏やかに運転者に通知する。【解決手段】 車両を制御する車両制御装置は、目標速度と車速とを取得する取得手段と、音楽を再生する再生手段と、運転手座席のシートベルトを振動させる振動手段と、前記取得手段で取得した目標速度と車速との速度差に基づき、前記再生手段で再生中の音楽のテンポに対するオフセット量を求め、当該オフセット量に従って前記振動手段を制御する制御手段とを有する。【選択図】図３
