To allow an automatic driving vehicle to be stopped by a gesture only when a disaster has occurred.SOLUTION: In a vehicle control device for an automatic driving vehicle (1) that autonomously travels on the basis of an operation command, a gesture image of a person around the automatic driving vehicle (1) is acquired, and a stored reference gesture image is collated with the acquired gesture image. Then, when the gesture of the person around the automatic driving vehicle (1) is discriminated as a gesture requesting the stop of the automatic driving vehicle (1), it is determined whether or not a disaster has occurred.
