To provide an information processing apparatus for reducing the time and effort of a user required for estimating a cooking skill of the user, an estimation method and program.SOLUTION: An information processing system includes a user terminal, an information processing apparatus, and a producer terminal. The information processing apparatus 200 includes: an acquisition unit 231 which acquires purchase history information indicating a history of a user purchasing a commodity to be evaluated, which is related to a cooking skill required for cooking foodstuffs; and an estimation unit 232 which estimates a cooking skill of the user on the basis of the commodity to be evaluated which is indicated by the purchase history information. The acquisition unit 231 acquires purchase history information indicating a history of purchasing a cooking utensil which is a commodity to be evaluated.
