DISASTER MITIGATION SYSTEM FOR SHORT-TIME STRONG RAIN

To provide a disaster mitigation system for short-time strong rain that supports operation of railways and evacuation of passengers in real time.SOLUTION: A disaster mitigation system 10 for short-time strong rain that evaluates and displays in real time a range and scale of inundation/flooding along railway lines due to localized short-time strong rain or heavy rain and a hazard of reach of sediment flowing down rivers accompanied with a large scale collapse includes: a predicted rainfall value acquisition program for confirming at predetermined time intervals whether there is meteorological data including predicted rainfall values and observed rainfall values and acquiring the predicted rainfall values and the observed rainfall values; a predicted rainfall value preprocessing program for converting the meteorological data into a predetermined format and mesh size; an inundation/flooding analysis system for performing inundation/flooding analysis in a predetermined area using the meteorological data as input values; and an inundation/flooding analysis output data conversion program for comparing a predicted inundation depth value calculated by inundation/flooding analysis means with a predetermined threshold value to determine whether or not a hazard may occur, and transmits a determination result to a train stop position display system.SELECTED DRAWING: Figure 1 【課題】鉄道の運行や利用客の避難をリアルタイムに支援する短時間強雨に対する減災システムを提供する。【解決手段】局地的短時間強雨や大雨による線路沿線での浸水・氾濫範囲や規模及び大規模崩壊に伴って河川を流下する土砂の到達範囲のハザードをリアルタイムで評価及び表示する短時間強雨に対する減災システム１０であって、雨量予測値及び観測雨量値を含む気象データの有無を所定の時間の間隔で確認し、雨量予測値及び観測雨量値を取得する雨量予測値取得プログラムと、気象データを所定のフォーマット及びメッシュサイズに変換する雨量予測値前処理プログラムと、気象データを入力値として所定区域の浸水・氾濫解析を行う浸水・氾濫解析システムと、浸水・氾濫解析手段で算出された浸水深予測値と所定の閾値とを比較してハザード発生の有無を判定して判定結果を列車停止位置等表示システムに送付する浸水・氾濫解析出力データ変換プログラムとを備える。【選択図】図１
