The control apparatus variably controls the resistance value of the resistor circuit according to the voltage difference between the power supply and the secondary battery or the current flowing to the secondary battery, so that the current flowing to the secondary battery meets the battery requirements and the current value does not exceed the allowable loss of the resistive elements in the resistor circuit.SELECTED DRAWING: Figure 3
