To provide a dismantling and removing method and a dismantling and removing device capable of easily performing remote operation, reducing the disposal cost of concrete, and easily storing the dismantled concrete.SOLUTION: Disclosed is a dismantling and removing method according to one embodiment, which dismantles and removes the high-dose activated concrete and includes the steps of: injecting high-pressure liquefied gas onto the surface while moving a high-pressure liquefied gas injection device 10 along the surface of the concrete and chipping the concrete; and recovering the chipped concrete in the chipping step.
