To provide a solid powder cosmetic that has a good appearance, is applied on skin to spread with moisture, and shows intimate adhesion to the skin and good coloration.SOLUTION: A solid powder cosmetic contains following components (A), (B), (C) and (D): (A) a nonionic surfactant with an HLB of 3.5 or more and less than 6.5, (B) a nonionic surfactant with an HLB of 6.5 or more and 16 or less, (C) an oil solution, and (D) powder.
