The system control device 15 comprises a correction value setting unit 20 for calculating a correction value on the basis of a deviation ΔMW between power generator requirement output MWD and power generator output when a load condition is a threshold value or more and a load change width is within a predetermined range, and a boiler control unit 40 for increasing the power generator requirement output MWD on the basis of the correction value, and generating a boiler input instruction BID that is an instruction for controlling the boiler.SELECTED DRAWING: Figure 3
