To provide an earth leakage detection device and an earth leakage detection method, capable of distinguishing whether a wire is disconnected from a battery or the battery is in a normal state.SOLUTION: An earth leakage detection device comprises a signal generation unit, an earth leakage determination unit, a frequency change unit, and a disconnection determination unit. The signal generation unit generates an AC signal and outputs it to a negative electrode of a battery. The earth leakage determination unit determines the earth leakage state of the battery based on the state of the AC signal. The frequency change unit changes the frequency of the AC signal.
