Zusammenfassung:	To provide a flame-retardant rubber composition excellent in rubber physical properties such as tensile strength and elongation at break and excellent in flame retardancy, and an outer hood for a railway vehicle using the flame-retardant rubber composition.SOLUTION: The flame-retardant rubber composition contains the following components (A)-(E), and the outer hood for a railway vehicle comprises a crosslinked product of the flame-retardant rubber composition: (A) at least one selected from the group consisting of a diene rubber, an olefinic rubber, a urethane rubber and a silicone rubber (excluding the following (B)); (B) an acid-modified polyolefin; (C) a metal hydroxide; (D) a metal phosphinate; and (E) a crosslinking agent for the component (A).SELECTED DRAWING: None 【課題】引張強度、破断伸び等のゴム物性に優れるとともに、難燃性に優れる、難燃性ゴム組成物およびその難燃性ゴム組成物を用いてなる鉄道車両用外幌を提供する。【解決手段】下記の（Ａ）～（Ｅ）成分を含有する難燃性ゴム組成物、および上記難燃性ゴム組成物の架橋体からなる鉄道車両用外幌とする。（Ａ）ジエン系ゴム、オレフィン系ゴム、ウレタンゴムおよびシリコーンゴムからなる群から選ばれた少なくとも一つ（但し、下記の（Ｂ）を除く）。（Ｂ）酸変性ポリオレフィン。（Ｃ）金属水酸化物。（Ｄ）ホスフィン酸金属塩。（Ｅ）（Ａ）成分の架橋剤。【選択図】なし
