Each of the communication control devices holds a communication quality requirement for each of the packet flows and a communication quality assurance policy related to communication redundancy for each of the packet flows and for each of the communication networks. In the method, each of the communication control devices measures communication performance for each of the packet flows and for each communication network used in the packet flow, and each the communication control devices controls communication redundancy of the packet flows based on a measurement result of the communication performance, the communication quality requirement, the communication quality assurance policy, and contribution to the communication quality of each of the packet flows.SELECTED DRAWING: Figure 3
