To provide a lighting controller and the like capable of simply controlling a lighting fixture, even if a problem relating to a communication error occurs.SOLUTION: A lighting controller 100 is equipped with an obtaining 111 that gradually obtains a plurality of unit data (hereinafter, described as UD) which are made by dividing one lighting control data for controlling a lighting fixture 500 and to which an order is assigned, respectively, a memory portion 140 that stores the plurality of UD, a control portion 130 that controls the lighting fixture 500 by executing the plurality of UD in the order, and a detecting portion 120 that detects that the obtaining of the plurality of UD is interrupted.
