Zusammenfassung:To determine any one of a first state in which there is a vehicle in a target section, a second state in which there is no vehicle in the target section and there is a vehicle in an adjacent section, and a third state in which there is no vehicle in both the target section and the adjacent section, by using a track voltage and a phase difference between the track voltage and a localized voltage.SOLUTION: A first acquisition unit 111 acquires a value of a track voltage of a target section measured by a measurement unit 10. A second acquisition unit 112 acquires a phase difference between the track voltage measured by the measurement unit 10 and a localized voltage. A calculation unit 113 calculates a moving average of the track voltage. The calculation unit 113 calculates the moving average of the phase difference. A determination unit 114 determines that a state of the target section becomes a first state when the moving average of the track voltage is changed to be less than a threshold as compared with the threshold.
