To provide a resistor with high reliability and safety, and a manufacturing method thereof.SOLUTION: The resistor includes: an insulating substrate; a pair of electrodes formed on the insulating substrate; a resistive element formed between the pair of electrodes on the insulating substrate; and an affected zone with the electrical resistivity lower than that of the resistive element on the surface of the resistive element.
