Zusammenfassung:To provide a transparent heat blocking and heat insulating member that is excellent in corrosion and degradation resistance in a salt water resistance test assuming a severe external environment, while maintaining high heat blocking performance and heat insulating performance.SOLUTION: A transparent heat blocking and heat insulating member disclosed in the present application comprises a transparent substrate and a functional layer formed on the transparent substrate. The functional layer includes an infrared reflection layer and a coating type protective layer in this order from the transparent base material. The coating type protective layer is composed of a plurality of layers. At least one layer of the layers other than a layer located on the outermost surface, of the coating type protective layer, is formed of a layer including a (meth)acrylic copolymer having a hydroxyl value of 30 mgKOH/g or more and 200 mgKOH/g or less, and a polyisocyanate cross-linking agent reacting with a hydroxyl group as a resin component before curing.
