Zusammenfassung:To provide an operation control system of which the configuration is simplified and the cost required for apparatuses or construction is suppressed and which performs high-accuracy inverse load flow prevention control, and an operation control method.SOLUTION: The present invention relates to an operation control system 100 which controls operation of a distributed power source 1 provided in a user in cooperation with a commercial power system 2. The operation control system comprises: a ground-fault voltage measuring unit 7 for measuring a ground-fault voltage at a power receiving point 3 where the user receives power from the commercial power system; power measuring units 8 and 93 for measuring power at the power receiving point; a protective relay 9 including a ground fault determination section 91 for determining the presence/absence of a ground fault at the power receiving point on the basis of a result measured by the ground-fault voltage measuring unit, a reverse power determination section 92 for determining whether or not reverse power is generated at the power receiving point on the basis of the power at the power receiving point, and a data generation section 94; and a control device 10 which is connected with the protective relay by a communication line 11 and controls the operation of the distributed power source.SELECTED DRAWING: Figure 1 【課題】構成が簡素で、機器や施工に要するコストを抑え、より高精度な逆潮流防止制御を行う運転制御システム及び運転制御方法を提供する。【解決手段】商用電力系統2と連系して、需要家に設けられた分散型電源1の運転を制御する運転制御システム100であって、商用電力系統から需要家が受電する受電点3における地絡電圧を計測する地絡電圧計測部7と、受電点における電力を計測する電力計測部8、93と、地絡電圧計測部による計測結果に基づいて、受電点における地絡の有無を判定する地絡判定部91と、受電点における電力に基づいて該受電点における逆電力の発生の有無を判定する逆電力判定部92と、データ生成部94と、を備えた保護継電器9と、保護継電器と通信線11によって接続され、分散型電源の運転を制御する制御装置10と、を備える。【選択図】図1
