To estimate the number of disaster victims even when communication circumstances at a disaster site are poor.SOLUTION: A disaster victim estimation device 100 is configured to include: a storage device 130 that holds each information item on a disaster and damage situations caused by the disaster, model information items that define correspondence relations between the disaster and the damage situations for a plurality of cases, and a calculation formula for a disaster victim scale of the disaster; and an arithmetic unit 140 that determines the type of a new information item when the new information item is obtained about the information items on the damage situations of the disaster, determines which of the model information items of the plurality of cases match the new information item according to a processing method predetermined according to the type, identifies the found model information items as the model information item to be used thereafter regarding the disaster, estimates the damage situations based on the identified model information items, and applies the information items on the damage situations to the calculation formula to estimate the disaster victim scale.SELECTED DRAWING: Figure 1 【課題】被災現場の通信状況が不良であっても、被災者数を推計可能とする。【解決手段】被災者推計装置１００において、災害及び当該災害による被災状況の各情報と、災害と被災状況との対応関係を複数ケース規定したモデル情報と、災害の被災者規模の算定式を保持する記憶装置１３０と、災害の被災状況の情報について新規情報を得た場合、当該新規情報の種類を判定し、当該種類に応じて予め定めた処理方法に従い、複数ケースのモデル情報のうち新規情報にマッチするものを判定し、災害に関して以後使用するモデル情報として、判明したモデル情報を特定し、特定したモデル情報に基づき被災状況を推定し、当該被災状況の情報を算定式に適用して被災者規模の推計を行う演算装置１４０を含む構成とする。【選択図】図１
