Zusammenfassung:To provide a mobile base station system capable of achieving excellent speech communication or data communication even in a case where there are user terminals of the number close to the limit of accommodation capacity in a cover area of a fixed base station in which communication failures occur and in cover areas formed by adjacent fixed base stations, and of suppressing power consumption of a flying object.SOLUTION: A mobile base station system comprises: a fixed base station communicable with terminals; a mobile base station consisting of at least one flying object having a function of the fixed base station communicable with terminals; a measurement flying object that detects a radio wave condition for communication with the terminals; a sub mobile base station communicable with the terminals, the mobile base station, or the fixed base station; and a server device that sets operation parameters and communication parameters of the fixed base station, the mobile base station, the measurement flying object, and the sub mobile base station, and monitors data on residual charge quantities of the mobile base station, the measurement flying object, and the sub mobile base station.SELECTED DRAWING: Figure 1 【課題】通信障害が発生した固定基地局のカバーエリア及び隣接する固定基地局が形成するカバーエリアにおいて、収容能力の限界に近い数のユーザ端末が存在する場合でも、良好な通話又はデータ通信が行え、且つ飛行体の電力消費も抑えることを可能にする移動基地局システムを提供する。【解決手段】移動基地局システムは、端末と通信可能な固定基地局と、端末と通信可能な固定基地局の機能を有する少なくとも1基の飛行体からなる移動基地局と、前記端末との通信に用いられる電波状況を検出する測定用飛行体と、端末、移動基地局、又は固定基地局と通信可能なサブ移動基地局と、固定基地局、移動基地局、測定用飛行体、及びサブ移動基地局の動作パラメータ及び通信パラメータを設定し、移動基地局、測定用飛行体、及びサブ移動基地局の充電残量データをモニターするサーバ装置とを具備する。【選択図】図1
