To provide a fixing device that is excellent in utilization efficiency of heat, and an image forming apparatus including such a fixing device.SOLUTION: A fixing device comprises: a fixing belt 61; a fixing pad 63; and a support member 66. The fixing pad 63 has a first pad surface 71 opposite to a fixing nip part N, and a second pad surface 72 opposite to the support member 66. The fixing pad 63 is provided with at least one concave part 80 of a first concave part 81 opening in the first pad surface 71 and a second concave part opening in the second pad surface 72. The concave part 80 extends on a virtual straight line 120.
