To provide a rubber composition for vibration control damper which exhibits high attenuation and is excellent in stability to repetitive deformation and vibration and its manufacturing method, as well as a vibration control damper.SOLUTION: A rubber composition for a vibration control damper comprises a polymer component comprising the following (A) and the following (B) and (C) components, and has a content of the following (D) components relative to 100 pts.mass of the (A) component of 5 pts.mass or smaller, and by the rubber composition for vibration control damper, the problem is solved. (A) A polymer comprising styrene isoprene styrene block polymer as a main component. (B) Silica having BET specific surface area of 350 m2/g or smaller. (C) Calcium carbonate.
