Zusammenfassung:	To provide a catheter capable of reliably releasing a medicament at a target portion while protecting a medicament layer during inserting a baloon, and a method to manufacture the catheter.SOLUTION: A catheter 10 comprises a long-sized shaft 11 and a balloon 12 placed on the tip side of the shaft 11 and expandable radially. The balloon 12 has on its surface a base layer 30 containing a temperature responsive polymer having the lowest critical solution temperature lower than a body temperature.
