TRANSFER DEVICE AND IMAGE FORMING APPARATUS

To provide a transfer device that, even when an image carrier cleaning unit is arranged above a developer image carrying unit, can prevent spill of waste toner when the image carrier cleaning unit is replaced.SOLUTION: A transfer device 10 comprises: an image carrier 10A that carries a developer image; and a cleaning unit 100 that is arranged above the image carrier 10A and includes a cleaning member (cleaning blade 104) that cleans a surface of the image carrier 10A. The cleaning unit 100 has a housing 101 that has an opening 101B opening toward the image carrier 10A, and a shutter 109 that opens and closes the opening 101B. The opening 101B of the housing 101 is configured to be rotatable to be directed upward from a state in which it is directed to the image carrier 10A.
