OIL RECOVERY SYSTEM AND RECOVERY METHOD OF OIL

To provide an oil recovery system and an oil recovery method capable of preventing draining to the outside of a site boundary of fluid including oil.SOLUTION: A groove 11 is excavated to a position deeper than a ground water level fluctuation range 31 inside a site boundary 3 of an oil storage facility 2. A drain material 4 which does not transmit the fluid from one surface to the other surface is arranged in the groove 11 so that the surface provided with a shielding material 32 is on the site boundary 3 side. The drain material 4 extends in the horizontal direction over the entire height of the ground water level fluctuation range 31 of a ground 1.
