Zusammenfassung:To provide a technique for accurately estimating the precipitation state of lithium on a lithium ion secondary battery negative electrode.SOLUTION: An apparatus for controlling a lithium ion secondary battery includes: a secondary battery having a negative electrode including a negative electrode active material with which lithium ions are inserted and desorbed; and a controller calculating a negative electrode potential indicating the potential of the negative electrode with respect to a reference potential. The controller includes a map to obtain a negative electrode potential on the basis of a negative electrode SOC, the map being determined based on a SOC value at the start of charging/discharging and the value of a charge/discharge rate.
