Zusammenfassung:	To provide an electrode with a simplified structure and reduced cost.SOLUTION: A device has a disc-shaped metal plate 1, a dielectric 2 bonded and fixed to the lower surface of the metal plate 1, and a cover which fixes the end of the dielectric 2. The cover has an opening, and a space is provided between the outer periphery of the metal plate 1 and the inner periphery of the opening of the cover. A distance between the outer periphery of the metal plate 1 and the inner periphery of the opening of the cover is at least 1 cm.
