To provide a mechanism that can omit user authentication when legitimacy of a user can be confirmed.SOLUTION: In a server 30, when a measurement result (that is, a distance between a first user terminal 10 and a second user terminal 20) does not satisfy a determined condition (for example, the distance is within 1 m), a permission unit 33 generates authentication information as a one-time password, stores the authentication information in association with a set of a first user terminal ID and a second user terminal ID (FIG. 5), and notifies the second user terminal 20 of the association. Then, when the authentication information notified from the first user terminal 10 matches the authentication information stored in the own device, the permission unit 33 permits a request for a service by the first user terminal 10.
