To provide a polymer cement composition and a polymer cement mortar having spraying performance with suppressed dust and excellent in thickness blowing property, dimensional change rate and compressive strength.SOLUTION: A polymer cement composition comprises a binder, a re-emulsifiable powder resin, a shrinkage reducing agent, and a fine aggregate. A mass ratio of the fine aggregate having a particle size of 5 mm or more is less than 1 mass% based on the total mass of the fine aggregate, a mass ratio of the fine aggregate having a particle size of 1.2 mm or more and less than 5 mm is 51 mass% or more and 85 mass% or less.
