To provide a medium transport device and an image reading device that can prevent the regulating member from rotating toward the releasing position when load is put onto the regulating member from the medium mounted on the mounting surface and subsequently, can prevent the feeding unit from being released from the retreating position.SOLUTION: A medium transport device 30 includes: a feeding unit 40 that can be positioned at a contacting position and a retreating position; a first regulating member 61 that rotates between a regulating position and a releasing position; and a transport guide 32 that is positioned on an opposite side of the feeding unit 40 across a transport path 300. The first regulating member 61 maintains a condition where the feeding unit 40 is positioned at the retreating position by a leading end 61b contacting the feeding unit 40, when the first regulating member 61 is positioned at the regulating position.
