To provide means that brings the print density of an image to be formed closer to a target print density to improve the quality of a print image.SOLUTION: An image forming apparatus has: an image forming unit that forms a developer image; a transfer member that has at least a base layer and a surface layer closer to the image forming unit than the base layer, and to which the developer image is transferred from the image forming unit; a density detection unit that detects the developer image transferred to the transfer member and outputs an output value according to the amount of developer; and a control unit that, according to the output value, determines image formation setting information with a predetermined condition.
