To provide a film coating agent excellent in resistance to heating and yellow discoloration and adhesion to a base material.SOLUTION: A film coating agent contains a polyurethane water dispersion in which a polyurethane resin obtained by reacting an isocyanate group terminal prepolymer obtained by reacting polyisocyanate and polyol, and a compound having one or more amino groups is dispersed in water.
