To provide a packaging device and a packaging method with which constraints at gusset forming are small.SOLUTION: A packaging device comprises: a first packaging material supply device; a second packaging material supply device; a first conveyor with a packaging material support surface with a plurality of first recesses; an article supply device; an intermediate package forming device for forming intermediate packages in a state where articles are arranged between the first packaging material and the second packaging material; a gusset forming device; and a vertical seal forming device. The intermediate package forming device includes: a horizontal seal part forming device that forms horizontal seal parts; and a cutting device that cuts the first packaging material and the second packaging material in the horizontal seal part.
