Zusammenfassung:To provide a manufacturing device and a manufacturing method capable of manufacturing stably a packaging body of which the inside is substituted with gas, without scratching a packaged article.SOLUTION: A manufacturing device comprises: a first film joining part 20 which joins both side parts along a transport direction MD of original impressions with each other, in the state that two film original impressions 11, 12 are transported in the same direction MD; a nozzle part 30 capable of providing a gas stream along the transport direction MD; a second film joining part 40 which joins the two film original impressions 11, 12 in a direction of crossing the transport direction MD; and a cutter part 50 which cuts off both original impressions at a portion joined by the joining part 40. The nozzle part 30 is arranged between the original impressions 11, 12, and arranged inward than the first film joining part 20 in a width direction CD. The opening edge 31 is located downstream in the transport direction from the first film joining part 20.
