To provide an electric double layer capacitor having a desired capacitance and low impedance.SOLUTION: An electric double layer capacitor according to the present invention includes a current collector, and an electrode layer formed on the current collector, the electrode layer includes an active material (A), a conductive auxiliary agent (B), and a binder (C), and the active material (A) is graphene or graphene oxide.
